Foreigners Seen As Threats after Earthquake (Japan 2018)

Monday’s deadly quake in Osaka Prefecture has led to the resurgence of what has become a familiar — if disconcerting — post-disaster trend on the internet: a slew of hate speech-driven tweets warning of “crimes” committed by foreign residents.

In the aftermath of the magnitude 6.1 earthquake, which left at least three dead and hundreds injured, scores of tweets were seen labeling ethnic non-Japanese — particularly ethnic Koreans and Chinese — as criminals who may take advantage of post-quake confusion to rob banks and convenience stores, and commit other dangerous crimes.

Authorities warned against the propagation of groundless rumors on the internet, and urged people not to spread hate speech and false information.

“When a quake happens in the Kansai region, there is a strong possibility of Chinese and Koreans engaging in wrongdoing. It’s possible they will go after ATMs in banks and convenience stores,” one Twitter user wrote.

“Who are those Koreans poisoning water in the wells every time a quake happens?” wrote another. […]

SENDAI -- Fake rumors of rampant crime by foreigners in the wake of the Great East Japan Earthquake and tsunami six years ago were believed by over 80 percent of respondents here in a recent survey who said they had heard them, it has been learned.

Tohoku Gakuin University professor Kwak Kihwan, who specializes in co-existing society studies, conducted a survey on the rumors in September and October last year. […]

A total of 51.6 percent of respondents said they had heard rumors of crime by foreigners in the disaster areas. Of these, 86.2 percent responded that they had either "largely" or "somewhat" believed the rumors. When asked what crimes had been rumored, with multiple answers permitted, "looting and theft" took the top spot at 97 percent, followed by "damage to corpses" (24.4 percent), and "rape and assault" (19.1 percent). When asked who they thought had committed the crimes, again with multiple answers permitted, 63 percent said "Chinese," 24.9 percent said "Koreans," and 22.7 percent answered "people from Southeast Asia." The people who spread the rumours that Phuket will sink into the sea on April 28 are thought to be trying to make property prices on the tourist resort island fall for the sake of investment opportunities, the director of the Environmental Geology Bureau says. [...]

The leaflets warned Phuket residents to leave the tourist resort town before next Saturday because the island would be hit by such a severe natural disaster that it will sink into the sea.

The warning was claimed to be a prophecy of Kuan Yin (the Chinese goddess of mercy and compassion) and from Thao Thep Kasattri and Thao Sisunthon (also known as Chan and Mook), the two legendary heroines who rallied the islanders to drive back an invading Burmese army in 1785.

From earthquake theories to plane crashes, the art of spreading rumors in Armenia

[Titizian recounts rumors about imminent earthquakes and banana exports to the Bahamas; that onboard gunfire caused the 2006 crash of Armavia Flight 967; and, as related below, that a bride was killed by a scorpion in the Sourp Krikor Lusavorich cathedral in 2001.]

I recall the day my young daughter came home from school in a fluster and said she had heard the most horrific tale. A young bride standing at the altar with her groom, just married, had collapsed on the cold marble floor of the church and died. The rumor was that a scorpion, hidden among the many layers of tulle and veil had bit the young woman, killing her instantly. I was horrified but questioned the truth of the story; yet my daughter's eyes were full of so much conviction that I told her it was indeed a tragedy. That week the rumor spread like wildfire and everyone was talking about it. Of course, it never happened. The reason for starting that rumor I'll leave to the imagination, but I suspect after that most brides checked to make sure there were no hiding scorpions in their wedding dresses.

SANA'A, Oct. 22 - Rumors of strong earthquakes up to 7 degrees on the Richter scale in the Gulf of Aden, Marib, Dhamar and Taiz governorates last Sunday have caused panic among people living in those areas and disturbed their daily lives. [...]

"The story started over two months ago when an article was published in the national newspaper Al-Thawra, in which a center I have never heard of for astronomy, minerals and oil predicted strong earthquakes of 7 Richter. The next day we published an article in the newspaper denying any of that news," said Jamal Sholan, director of the National Seismology Observatory Center (NSOC) based in Dhamar.

The news was republished in different Yemeni media on several occasions, each time with a new location suggested for the so-called devastating earthquake. [...]

Quake 'predicted' 5 years ago

[...] Meanwhile, ahead of Monday's deadly earthquake, many people reported seeing unusual animal behavior.

On Saturday, local media reported that hundreds of thousands of toads had appeared on the streets of Manzhu, a city about 60 km southeast of Wenchuan.

A resident surnamed Liu was quoted as saying he saw countless toads killed by passing vehicles as they crossed roads, and that he had never seen anything like it.

Similarly, on Friday, people in Taizhou, Jiangsu province, also said they saw tens of thousands of toads on the city's streets, local media said.

Experts have said animals can give advance notice of quakes, as they sense tremors before they happen.

Unfortunately, no one heeded the toads' "warning".

In response to questions from the public about the reptilian swarms, officials in both Mianzhu and Taizhou said there was nothing unusual about them.

"The move is because of the change of weather," Shu Shi, director of the Mianzhu forestry bureau, was quoted as saying by local media.
